Meet Burcu
Pronounced: “Bour-joo”
Burcu Mousa, CPA is a public finance leader with 16+ years of experience protecting taxpayer dollars through governmental accounting, auditing, financial reporting, and internal controls. She served County of Monterey (the County) as Assistant Auditor-Controller (2019–2025) and previously as Chief Deputy Auditor-Controller (2016–2019), providing executive oversight across core functions such as general accounting, disbursements, internal audit, and financial systems.
In these roles, Burcu helped oversee operations supporting the County’s annual budget and financial reporting, led cross-department collaboration, and served in enterprise leadership on major financial systems modernization projects. She is known for bringing clarity to complex financial issues, strengthening accountability, and building collaborative teams that deliver accurate results on time.
Before joining the County, Burcu advanced to Audit Manager in public accounting, specializing in audits of government entities (cities, counties, special districts), public retirement systems, and nonprofit organizations. This combination of experience—public accounting rigor and hands-on county leadership—gives her a complete perspective on what it takes to keep an Auditor-Controller’s office independent, effective, and trusted.
Burcu is running for County of Monterey Auditor-Controller to keep the office focused on its core mission: independent oversight, strong internal controls, accurate financial reporting, timely payments, and transparent information the public can trust. She believes taxpayers deserve an Auditor-Controller who is experienced, independent, and committed to plain-language transparency—so residents can understand where money goes and how the County is performing.
Burcu and her family made Monterey County their home 11 years ago and never looked back. Public service runs deep in their household: her husband has served as a criminal defense attorney in public defender’s offices for 15+ years, including 11 years with the County of Monterey Public Defender’s Office. Burcu lives with her husband, their 11-year-old son, and their pets.
Burcu earned her Bachelor of Science in Business Administration (Concentration in Professional Accounting), magna cum laude, and is a California Certified Public Accountant (CPA) (License# 128354). She is committed to earning the community’s trust through competence, integrity, and steady leadership.
